Dr. Victor Vortex, a scientist and an engineer who works in the L.A science center. Victor's backstory 2001, he got fired by Lisa Mindy. Victor built the most powerful machine to ensure that electric power stays on for a long time, until Lisa Mindy messes with the machine and causes a fire, and burns the whole building down. Victor still got blamed for the situation and was arrested and sentenced to 10 years in prison. 10 years later, Victor was ready for revenge. He started to rebuild the project, but used it to kill Dr. Mindy, and Victor received powers, and that's how he became Electric Surge.
